Mr. Morris was appointed to the position of Executive Director/CEO in March 1997, after serving as Interim Executive Director since April, 1996. Mr. Morris has more than 28 years of experience in the fields of executive management, housing finance, housing development, urban planning, economic development, neighborhood revitalization and community development. Mr. Morris currently serves as a member of the Housing Committee and Community Development Committee of the National Association of County Community & Economic Development Association; board member of National Association of Local Housing Finance Agencies; and as President of the Florida Association of Local Housing Finance Agencies. Mr. Morris has a Bachelor of Science Degree in Urban Studies/Public Administration.
Mr. Singh joined the organization in 1997. He has more than 25 years of experience in financing, 18 years of which were in the fields of management, affordable housing finance including tax-exempt and taxable bond financing and structuring, mortgage financing, affordable housing project developments, including special needs housing. He served on many housing committees which include the 2000 Housing Initiative Task Force under the Clinton Administration. Mr. Singh is a Certified Public Accountant and holds a Juris Doctor in Law.
Director, Single-Family Programs Anthony "Tony" Burrell
Tony Burrell joined the organization in 2000; and has an excess of more than 25 combined years of experience in Mortgage Banking industry and State Housing Finance Agency industry. His expertise includes, Mortgage Loan Underwriting; Multi-Family Bond Financing; allocating tax credits and developing Section-8 project–Based Programs. Mr. Burrell is a graduate of San Diego State University; as well as a B.S. in Management from Voorhees College. As the Director of SF Programs, Mr. Burrell is responsible for the day-to-day oversight, administration and coordination of all single-family program operational functions - managing, analyzing, evaluating, developing and implementing programs and making recommendations to the Executive Director relating to policies, procedures, processes and strategies governing the Single-Family Programs.
Mildred joined the organization in 1997; and has over 7-years experience in the multi-family housing finance industry. Ms. Guzman earned an Associates Degree in Business Secretarial and Technology at the Institute of Commercial Business and Technology, City of Ponce, Puerto Rico. As the Multi-Family Program Administrator, Mildred is responsible for day to day administration and coordination of all operational functions of the Multi-Family Program; assuring developer and management company compliance with requirements for bond-financed rental projects; monitoring all set-aside requirements of the Land Use Restriction Agreements, auditing residents’ files, management procedures, coordinating compliance activities, and conducting management training.
Kelly joined the organization in 1998; and has an excess of 9-years experience in the housing finance industry. She received her Bacheolors of Science and Masters Degree in Accounting from the Florida Metropolitan University in Orlando, Florida. Kelly is responsible for analyzing and preparing the financial information for the Operating funds; as well as maintaining complex accounting records and preparation and analysis of financial statements. Human Resources: Kelly serves as the Human Resources, Benefits & Compensation Rep.; providing company insurance and benefit updates; as well as coordinating retirement investment sessions.
Elliott joined the organization in 2001 in the Finance Division; and has over 7-years experience in the housing finance industry. Elliott received his Bachelors of Science in Accounting from the Florida Metropolitan University. Elliott is responsible for the accounting work of a varied nature including maintenance of accounting records, preparation and analysis of various financial reports for the Single-Family and Multi-Family areas. Mr. Andrews is fluently in two other languages - French & Dutch.
Ying joined the organization in February 2007 as an Intern in the Finance Division; and in November 2007, she became part OCHFA staff. Ying earned her Bachelors of Science in Accounting at the University of Central Florida; as well as, a Minor in Finance.
