MorrisW.D. Morris
Executive Director/ Chief Executive Officer

Mr. Morris is the Executive Director/ CEO of the Orange County Housing Finance Authority. Prior to his appointment to the position of Executive Director/ CEO in April 1996, Mr. Morris served as Director of the Orange County Housing and Community Development Department from 1986 1996. Mr. Morris has more than 40+ years of experience in the fields of executive management, housing finance, municipal finance, housing development, urban planning, economic development, neighborhood revitalization and community development and redevelopment. Mr. Morris serves on the Board of Directors of the National Association of Local Housing Finance Agencies (NALHFA); Florida Association of Local Housing Finance Authorities (Florida ALHFA). He is a Past Chairman and Board Member of The Orlando Neighborhood Improvement Corporation (ONIC), The National Association of County Community and Economic Development Association (Sub-Committee Chairman (NACCED) and past President of The Florida Community Development Association (FCDA).

Jim SinghJaiseery Arjoonsingh
Deputy Exec. Director/ Chief Financial Officer

Mr. Singh has more than 30+ years of experience in financing, 18-years of which were in the fields of management, affordable housing finance including tax-exempt and taxable bond financing and structuring, mortgage financing, affordable housing project developments, including special needs housing. He has served on many housing committees which include the 2000 Housing Initiative Task Force under the Clinton Administration. Mr. Singh is a Certified Public Accountant and holds a Juris Doctor in Law.

Jim SinghOlukayode Adetyo
Chief Financial Officer

Mr. Adetayo has more than 25+ years of experience in Public Housing and Housing Finance Agencies, which includes Housing Operations, Accounting and Finance, Auditing, Rental Assistance Demonstration (RAD) projects financing, Construction Management, Low Income Housing Tax Credit (LIHTC), Procurement, Information Technology, Low Income Public Housing Subsidy Assistance and Housing Choice Voucher programs (HCVP).

Prior experience includes: CFO for the Housing Authority of New Orleans (HANO) in Louisianna; and CFO for the Housing Authority of Cook County (HACC) in Chicago, Illinois. HACC is the second largest Public Housing Authority in Illinois, serving over 15,000 families and individuals in suburban Cook County. Mr. Adetayo was appointed by the HACC Board of Commissioners to also serve as the Interim HACC Executive Director from June 2011 through July 2011.

Mr. Adetayo earned a Bachelor of Science in Accounting and Finance from Florida State University in Tallahassee, Florida and a Master of Accountancy degree from the University of Georgia in Athens, Georgia. He is a Licensed Certified Public Accountant from the State of Florida and a member of the American Institute of Certified Public Accountants. To enhance his public housing knowledge and expertise, Mr. Adetayo has attended several industry best practices training seminars and conferences sponsored by industry giants such as NAHRO, Casterline Associates PC, Nan McKay & Associates, Novogradac & Company LLP, CVR Associates Inc., and HUD.

BurrellFrantz Dutes
Director, Programs Operations

Mr. Dutes has an excess of 27 years experience in affordable housing, community development and neighborhood and redevelopment initiatives. He holds a Bachelor of Science in Accounting (Brooklyn College), and a Master of Business Administration (University of Central Florida). Mr. Dutes' housing and financing industry experience includes: State Housing Initiative Program (SHIP); Housing Choice Voucher Program; Neighborhood Stabilization Program (NSP); Home Investment Partnership Program; Fair Housing; Community Development Block Grant (CDBG)

GuzmanMildred Guzman
Administrator, Programs Operations

Ms. Guzman has 19 years experience multi-family housing finance industry. As the Multi-Family Program Administrator, Mildred is responsible for day-to-day administration and coordination of all operational functions of the Authority's Multi-Family Program; to include compliance monitoring of all OCHFA, bond-financed rental projects.
