Director of Program Operations

Position Summary:

The Director of Program Operations is responsible for the day-to-day oversight, administration and coordination of all Program Operations functions; to include single and multi-family administration and operations. The Director will be responsible for managing, supervising, analyzing, evaluating, developing and implementing programs and making recommendations to the Executive Director relating to policies, procedures, processes and strategies governing all program operations.


Position Description

Management Duties:

  • Coordinate all of the Authority's Single-Family and Multi-Family Program activities.
  • Responsible for coordinating all mortgage loan origination activities of the Authority's single-family mortgage program(s) and other select single-family mortgage program(s) (SHIP Assisted Loan, 203(k) Program, Mortgage Assistance Program, Revolving Mortgage Program and Advance Loan Program).
  • Communicate regularly with Master Servicer and Program Administrator, regarding status and activity of single-family program(s).
  • Acts as representative of the Authority as assigned by the Executive Director.
  • Develops and recommends creative homeownership programs consistent with the Authority's Mission, Goals & Objectives within the Authority's Strategic Plan.
  • Reviews, interprets and keeps abreast of federal, state and local rules and regulations which may have a significant impact upon the Authority's ability to operate in the capital market.
  • Communicates with local, state and federal agencies regarding workforce housing and finance programs, as related to government activities.
  • Build, expand and maintain lender, realtor, builder and local government relationships.
  • Serve as a member of the Authority's senior management team.
  • Coordinates Tax-Exempt Bond Financing, FHA, VA, USDA and Conventional loan activities.

    Operational Duties:

  • Provides supervision to the program operations staff.
  • Responsible for overall administration and coordination of the day-to-day operations of the Authority's single-family program(s).
  • Coordinate and monitor all Authority loan origination activities with Lenders; as well as, Government Sponsored Enterprises (GSE).
  • Serve as the Authority's liaison to mortgage lenders, master servicers and realtors to ensure efficient operations of the single-family programs and maximum loan originations.
  • Assist lenders with program interpretation and special underwriting criteria when applicable.
  • Responsible for conducting public hearings (TEFRA) and ensures preparation and publication of Public Notices for all Programs.
  • Responsible for coordination of both single and multi-family bond issue items on the agenda(s) of various County Commissions and ensures timely submissions of all documentation to County Administrations.
  • Responds to public inquiries regarding single-family programs administered by the Authority.
  • Monitors progress of single-family program performance through review of monthly Lenders Reports.
  • Understands and utilizes the Authority's financial tools to assist the executive staff in meeting annual performance goals.
  • Researches and recommends new sources of leverage for the homebuyer programs administered by the Authority for mortgage and down-payment assistance programs.
  • Must be able to successfully and independently manage workforce housing projects of varied and complex natures.
  • Conducts the initial review and financial analysis of all incoming applications for multi-family tax-exempt bonds and all other financing requests for special needs projects.
  •  

    Marketing Duties:

  • Responsible for the design and publication of marketing and training materials for all programs.
  • Responsible for coordination, planning, organizing (with marketing agent) all Authority marketing for all programs to include; lenders, real estate professionals and the general public, which may include TV, radio and internet/social media marketing.
  • Attend community homebuyer seminars and other homebuyer education/training seminars to make presentations on the Authoritys single-family mortgage programs and products; and serve as coordinator for all homebuyer fairs and outreach activities.
  • Excellent communication skills: verbal, written and presentations (Excel/ MS Office Suite); as well as, digital marketing technology.

  • Minimum Qualifications:

  • Graduated from an accredited college or university with a Bachelor’s Degree in Accounting or a combination of education.
  • Graduation from an accredited college or university with a Bachelor’s degree in Finance, Economics, Accounting, Urban Planning or a related field.
  • Seven (7) years of extensive industry, or industry related exp., or an equivalent combination of post/ secondary education and exp.  
  • Excellent communication skills, both verbal & written, and ability to make presentations.
  • Excellent marketing skills, which may include internet, TV and radio experience.
  •  

    Preferred Qualifications:

  • Real Estate Development Finance;
  • Tax Exempt Bond Housing Financing; or
  • Single-Family Mortgage Origination's.
